Why duty language fails outcome screens

Duty language reads like a job description: responsible for, coordinated, supported. It tells a reader what the role required, not what changed because you were the one in it. Private sector readers scan for outcomes, signals of scale, and evidence they can trust. Process-only bullets fade into the background.

Try this test. Read a duty bullet and ask: so what? If the answer is not obvious in one breath, it needs a conversion.

The conversion frame: situation, action, effect, evidence

Use this four-part frame to transform any KSA paragraph or duty line.

  • Situation: Compress the context to a short clause. Where, who, and why it mattered.
  • Action: Start with a strong, accurate verb that shows what you did.
  • Effect: Name the change, improvement, or decision enabled.
  • Evidence: Offer a measure, scope, or proof that grounds the claim.

Template you can copy: In [context], [strong verb] [what you did] so [effect], backed by [evidence].

Notes that help:

  • Keep the context short. One prepositional phrase is plenty.
  • Use verbs that carry weight. Delivered, built, simplified, cut, stabilized, recovered, launched. Only use verbs that are true for you.
  • Evidence is flexible. Scope, timeliness, quality signals, compliance outcomes, audit closures, stakeholder adoption, or a before and after.

Do not chase perfect numbers. Use honest markers of scale. When you have no metrics, you still have evidence: what changed, and who would back you up on it.

Finding numbers in unmeasured government work

Many public roles were never tracked the way private hiring expects, so you have to go looking for proof in places you never thought of as data.

  • People: communities served, stakeholders engaged, teams enabled, training cohorts completed.
  • Volume: cases processed, procurements handled, systems maintained, grants or agreements managed.
  • Timeliness: cycle time from intake to decision, backlog cleared, response time improved.
  • Quality and risk: error rates lowered, audit findings resolved, compliance issues closed.
  • Money and assets: funds stewarded, cost avoided, recovery actions completed, assets safeguarded.
  • Reach and adoption: agencies onboarded, programs launched, tools adopted by end users.

If you cannot retrieve records, use attestable proof. Emails from leadership, closeout memos, audit letters, or standard operating procedures you authored. The point is to anchor the claim in something a stranger would recognize as real.

Quick exercise for tonight:

  • Pick one KSA paragraph you are proud of.
  • Underline the sentence that names an outcome. That is the spine of your bullet.
  • Circle the verb that did the work. If it is a duty verb, replace it with an accurate outcome verb.

Compressing narratives: one KSA paragraph to one bullet

A one-page KSA essay often contains one real outcome. Your goal is to locate it, then rebuild around it with the frame.

Example conversion:

The rule of thumb: one bullet per outcome. If your paragraph has multiple outcomes, write one bullet for each and cut the rest. If it has none, it is a duty paragraph. Mine it for facts you can use as context in other bullets.

Verbs that carry weight and verbs that do not

Duty verbs: administered, coordinated, supported, assisted, responsible for, participated, worked on.

Outcome verbs: delivered, built, launched, simplified, stabilized, recovered, resolved, negotiated, automated, consolidated, operationalized.

Use the strongest true verb you can. If you only coordinated work, do not claim you built the solution. If you did build it, do not hide behind coordinated. Verbs are the first credibility test.

Worked conversions across common series

Below are role-specific conversions. Read the duty-style line, then the achievement version built with the frame. Adapt these to your facts and evidence.
